  • Promote fair, and safe employment practices.
  • Strengthen internships, career development, and employability programs.
  • Encourage entrepreneurship and innovation-based economic activities.
  • Support skill development and lifelong professional learning.
  • Expand university-industry engagement and collaboration.

02 Actions16 actions

  1. 1

Apply the employment standards set out in the following actions — living wage, equal pay, non-discriminatory recruitment, prohibition of child and forced labour, protection of outsourced workers, regulated working hours, benefits, freedom of association, grievance redress and occupational health and safety — to every employee and to every worker engaged through contractors on RUET premises.

  2. 2

All employees, academic and non-academic, including the lowest grades, are paid according to the approved national pay scale for public universities, which is maintained above the government-declared minimum wage.

  3. 3

Pay is set by grade and post, never by gender, religion, ethnicity, caste, age, disability or any other identity. RUET maintains no gender pay gap within grades and will publish a periodic pay equity review.

  4. 4

RUET employees’ recruitment, pay, leave, benefits, working hours, grievances and discipline shall be governed by the RUET Act, Statutes, approved service rules, national pay scale and applicable government/UGC orders. Labour-law and contractual protections shall be applied to outsourced workers to the extent legally applicable and incorporated into procurement documents.

  5. 5

The minimum age for employment is 18 years and is verified at appointment. No form of bonded, forced or compulsory labour is permitted in any university operation.

  6. 6

Contracts with cleaning, security, catering, construction and other service providers must require payment of at least the legal minimum wage, appointment letters, wages paid through verifiable means, no child labour, statutory working hours, overtime payment, weekly rest, safety equipment, and no withholding of identity documents. RUET will audit compliance and may terminate non-compliant contracts.

  7. 7

Uniform office hours apply to all grades. Staff required to work beyond scheduled hours — including attendants, drivers, security personnel, supervisors and technical staff — receive overtime payment or compensatory leave.

  8. 8

Provide employment benefits through medical allowance, conveyance allowance, festival bonus, provident fund, gratuity, group insurance and other retirement and welfare benefits as approved, applied without discrimination.

  9. 9

Provide maternity and paternity leave under the approved service rules, with maternity leave not less than the entitlement under national rules for public employees.

  10. 10

Employees may form and join teachers’, officers’ and employees’ associations, and these bodies are consulted on matters affecting service conditions.

  11. 11

Every employee may appeal on matters of pay, promotion, working conditions, discrimination or harassment to a Grievance Committee under the Registrar’s Office, with escalation to the Vice-Chancellor, the Syndicate and the UGC as the regulatory authority. Complainants are protected from retaliation; frivolous or knowingly false allegations may themselves be examined under disciplinary rules.

  12. 12

Ensure occupational health and safety for all workers including construction, maintenance, laboratory and workshop staff: personal protective equipment, safety training, safe scaffolding and electrical work practices, first aid, incident reporting and investigation, and insurance coverage.

  13. 13

Arrange industrial attachment and internship placement for students; provide career counselling, CV and interview training, job fairs and alumni mentoring through Career and Counselling Services; and track graduate employment outcomes.

  14. 14

Offer entrepreneurship courses and workshops, business-plan and innovation competitions, and incubation, mentoring and seed-funding linkages for student and graduate start-ups (see SDG 9).

  15. 15

Provide in-service and foundation training, ICT and management skills training, and higher-study opportunities for faculty, officers and staff; and offer industry-relevant short courses and certification programmes for external professionals and unemployed graduates (see SDG 4).

  16. 16

Seek industry advisory input to curricula, industry-sponsored student projects, technology transfer, consultancy and testing services, and joint training programmes, so that RUET contributes to productive employment and economic growth in the region (see SDGs 9 and 17).
