Climate Action

01 Policy Statement

RUET is committed to taking urgent action to combat climate change and its impacts, through its operations, education, research and community engagement. To fulfil this commitment, RUET will:

  • Assess and progressively reduce greenhouse-gas emissions where feasible.
  • Improve energy efficiency and increase renewable-energy use.
  • Develop climate adaptation and resilience strategies.
  • Promote climate-related education, research, and innovation.
  • Support community awareness and capacity building on climate change.

02 Actions14 actions

  1. 1

    Prepare a baseline campus greenhouse gas inventory covering direct emissions from fuel use (Scope 1) and emissions from purchased electricity (Scope 2), extending to transport, waste and procurement (Scope 3) as data allow; update it annually; and set progressive reduction targets for university operations where feasible.

  2. 2

    Apply energy efficiency in the operation, maintenance and development of buildings and facilities, encourage efficient use of electricity, fuel and other energy resources, and increase the use of renewable energy where technically and economically appropriate (see SDG 7).

  3. 3

    Maintain records, where reliable data are available, of:

    • aenergy consumption;
    • brenewable energy generation;
    • ctransportation-related emissions;
    • dwaste-related emissions;
    • eother relevant climate indicators, and assess them periodically to identify opportunities for improvement.
  4. 4

    Incorporate climate-related considerations into campus development and infrastructure planning, and into climate-conscious procurement, resource management and operational practice.

  5. 5

    Prepare a climate adaptation and resilience strategy for the campus, based on an assessment of the climate risks relevant to it, including:

    • aextreme rainfall;
    • bwaterlogging and flooding;
    • cextreme heat;
    • dstorms and strong winds;
    • edrought and water stress;
    • finfrastructure vulnerability.
  6. 6

    Build resilience into new infrastructure planning, building design, drainage and water management, landscape planning, emergency access, energy systems, and the maintenance and upgrading of existing facilities.

  7. 7

    Apply nature-based and sustainable solutions: green spaces, tree plantation, vegetation-based heat reduction, sustainable drainage approaches, rainwater management and water-sensitive campus planning.

  8. 8

    Integrate climate-related risk into emergency preparedness and disaster management planning, including early warning, emergency communication, evacuation, protection of critical facilities, response and recovery.

  9. 9

    Inclusive climate adaptation and mitigation shall be promoted across all activities related to climate risk management. Climate risk assessment shall consider the impact on persons with different types of disabilities, with particular attention to:

    • aphysical access;
    • bemergency evacuation;
    • ccommunication barriers;
    • dmobility limitations;
    • eaccess to essential services;
    • favailability of appropriate assistance.
  10. 10

    Provide accessible evacuation routes, accessible emergency information and communication, assistance arrangements and safe assembly areas; consult persons with disabilities and their representatives when planning adaptation and preparedness measures that directly affect them; and avoid creating new physical or communication barriers when climate-resilient infrastructure is developed or upgraded.

  11. 11

    Reduction in transport related emission shall be promoted. RUET shall encourage walking and cycling for short campus movement, keep pathways safe, accessible and unobstructed, operate university transport efficiently, maintain vehicles regularly to preserve fuel efficiency, avoid unnecessary idling, and apply low-carbon criteria when procuring or replacing university vehicles.

  12. 12

    Assess opportunities for electric vehicles, electric buses or other suitable low-emission transport, cycling facilities and improved pedestrian infrastructure, with implementation according to technical feasibility, financial resources, safety and applicable procedures.

  13. 13

    Integrate climate change, mitigation and adaptation into syllabus in relevant department and institute. Initial RUET shall consider inclusion of following area:

    • aClimate and weather climate change;
    • bClimate change mitigation and adaptation;
    • cGHG emission and reduction;
    • dLow carbon development and technologies;
    • eClimate resilient cities and infrastructure;
    • fRenewable energy, energy efficiency and smart energy system;
    • gCarbon management and no carbon technologies;
    • hEnvironmental risk assessment;
    • iWaste to energy and resource recovery;
    • jFlood risk management, riverbank erosion and urban drainage.
  14. 14

    Average awareness campaigns, community outreach programmes, and training for local government, schools and community organizations on mitigation, adaptation, energy efficiency, disaster preparedness and disability-inclusive resilience.
